No, you do not have to pay an agent typically. Some top buyers agents however will require you to pay a commission to them for finding you the exact house you want and for their negotiation skills. It can seem like something to stay away from, but you get what you pay for.
Your home value is usually determined from an in-depth CMA (comparative market analysis) based on recent sales prices of similar homes in the same neighborhood or area, or perhaps throughout the city. This CMA can vary from a very rough estimate or an almost exact range depending on the diligence and resources/research of the agent preparing the CMA. For example, what feature specific to your home enhances its value over the neighbor’s home with similar square feet and beds/baths?
Ultimately you (as the seller) have the final say on purchase price. You must be comfortable with the number, and it will depend on your motivation and timing.
There are multiple options if you have to also sell yours. You can either purchase a home first, or sell your home first, then live somewhere while you purchase OR you can write an offer contingent on the sale fo your home. Be careful though because an offer like this isn't as favorable as non-contingent offers.
